Google Tag Manager itself sets no cookies. It is the loader that delivers the analytics and marketing tags above. Those tags, and the cookies they set, load only after you accept the matching category.
Functional content: if we embed a map or other media (for example a Google service-area map), the provider may set its own cookies. Any such embed stays off until you accept the Functional category in the banner.
